The Joint Declaration provides that the CPG shall assist or authorise the SAR government "to make appropriate arrangements for reciprocal juridical assistance with foreign states", This will enable Hong Kong to maintain a network of binding international agreement's implemented by law subject to the entrustment from HMG. If Hong Kong's international arrangements are to survive beyond 1997, the Chinese will have to be consulted under the agreed guidelines on international
rights and obligations.
