(a) After 1990/91, (beyond which the price of water has still to be agreed), we would propose that the price of water until 1998/99 should be increased each year by not more than 8%, with a fallback position of 10%. (Note: 1998/99 is the year in which the last loan repayment would be made).

(b) The Chinese Authority agree to disclose the

present basis of water prices (labour, fuel, materials, overheads, other operating costs to

be

specified,

reinvestment)

and

retained

to provide

earnings

and

updated

information on this when seeking increases in water prices. Fluctuations in exchange rates between HK dollars and RMB should be taken into

account. References to price indices should be made where appropriate.

3.

Scheme Information

(a)

a detailed construction programme must be provided initially and revisions submitted during construction.

(b) Staff of WSD must have free access to check

construction progress of the scheme.

4. Flexibility of Water Supply

Flexibility must be incorporated in the agreement to allow for variations in demand. Maximum and minimum supply quantities should be specified in the agreement to cope
