embarrass or bring pressure upon Vietnam. Unfortunately, Vietnam has not recognised the competence of the Committee set up under the Covenant to consider claims by other parties that Vietnam is not fulfilling its obligations thereunder.

6. As I said at the outset, none of these ideas is likely to provide any rapid solution to the present problem. But one or more of them might provide some helpful supporting ammunition. It may be that all these matters have been looked into at some stage in the past. I would be reluctant to set in hand work on exploring any of these avenues unless you thought it would serve some useful practical purpose. But if you do think it could be useful, Mr Edwards or one of the other Legal Advisers, or UND as regards the Covenant, could perhaps look into the matter.
