The camps are currently administered by the Correctional Services Department - Would it help if other personnel were used to run the camps, eg social services staff, voluntary agencies, or even the UNHCR?

If in the end we are faced with the problem of having to defend the use of closed camps in Hong Kong, it would be helpful to know whether any of the other countries in the region are in the same position. I would, therefore, be grateful for your advice as to whether the Philippines, Thailand, Malaysia, Indonesia, Singapore or Portugal (on behalf of Macao) are signatories to the International Covenant on Civil and Political Rights, the ĥonvention on the Status of Refugees or any other relevant instruments.
