HONG KONG: VBP INCIDENTS: GARRISON INVOLVEMENT

DEFENSIVE LINE TO TAKE

Responsibility for the administration and security of Boat People camps rests with the Hong Kong government.

Nevertheless, the garrison is willing to provide assistance to the Hong Kong government where they are in a position to do so without detriment to the garrison's primary military tasks.

Assistance provided so far has included air and sea transport of personnel and materiel; temporary catering; provision of tents etc for shelter; and the erection of temporary camps and fences.

Responsibility for dealing with incidents of violence rests with Hong Kong Police. Garrison troops have not been directly involved in crowd control/restoring order.
