3. Subject to Ministers' views, I agree generally with the strategy proposed by Mr Paul in paragraph 2 above, and with the draft minute to the Home Secretary.

I do not underestimate the difficulty of securing the Prime Minister's agreement to a new UK commitment. As Mr Paul points out, she is likely to want an assurance that the Conference will solve the problem once and for all, or at least put a stop to the outflow. We will not be able to provide a cast-iron assurance of that kind. But we will be able to point to the efforts we are making to ensure that the Conference sends the right message to those in Vietnam, and to the urgent need to relieve the pressure on Hong Kong.
