the 1951 UN Convention (or are deemed to do so, having left Vietnam before the introduction of screening). Even so we would hardly accept the numbers you suggest if it were not for Hong Kong. But Hong Kong will not gain substantial relief unless:

(i)

non refugees are in fact repatriated; and

(ii) Hong Kong ceases to be a magnet for future

boat people.

I understand the difficulties of both (i) and (ii) but I think your paper will need to address both. I doubt if we shall persuade people here that we need to accept yet more Vietnamese unless we can show by action on (i) and (ii) that this is not a demand which will be repeated indefinitely.
