Targets

for resettlement of

pre-cut-off-datm caseload within three-year period. It has been recommended that 50% of the caseload be resettled during the first year.

Discussion, of principles and procedures for resettlement of cases with third-country links ("linked caseload") and without such links ("non-linked caseload"). It is proposed that the underlying principle for the resettlement of the pre-cut-off-date caseload should be resettlement the country where the refugee's closest third-country link resides, regardless of previous rejections by that country. Agreement should be reached on:

Refugee status determinations: Under the Comprehensive Plan of Action,

all pre-cut-off-date arrivals are to be regarded as refugees eligible for resettlement. Countries of resettlement should therefore not subject this caseload to individual refugee status determinations as part of resettlement processing. Where national legislation would unavoidably require this, suitable alternative means will have to be found for admission.
