The decision to move Vietnamese boat people

to Tal A Chau was taken because the Hong Kong Govern-

ment's reception centre at Green Island was severely

Overcrowded. It was not possible to move new arrivals

to the reception centre or into the other camps and so

it was decided to hold new arrivals at Tai A Chau until

more suitable accommodation could be prepared.
