VIETNAMESE BOAT PEOPLE : ECONOMIC ASSISTANCE TO VIETNAM
In the final paragraph of your minute of 19 December you suggested I might want to comment on the possibilities for EC aid if were to move to a somewhat warmer relationship with Vietnam.

It seems to me that it would be useful to refer to the EC aspect in your submission. I suggest something along the following lines:-

Vietnam is not listed at present as one of the countries eligible to benefit under the European Community's Asia Latin America Programme, nor under the EC's food aid programme. EC aid is made available but only for emergency actions and for a relatively small scale NGO projects. we wished to do so, it would be open to us to propose to the Commission and to our Community partners that assistance under the Asia Latin America Progamme and under the EC's food aid programme should be extended in future to Vietnam. Before launching such an initiative in Brussels it would be important to undertake bilateral lobbying to ensure that necessary support would be forthcoming from the Commission and from our Community partners.

VIETNAMESE BOAT PEOPLE:
ECONOMIC ASSISTANCE TO VIETNAM
In her minute of 15 December, PS/Mr Maude asked for a note by the end of this week on economic assistance to Vietnam. This was to cover what we are doing (or planning) if the Vietnamese cooperate over compulsory repatriation. Mr Maude wishes to have 'strategy and presentation paper", covering tactics with the Vietnamese and in multilateral fora.

2. I attach a draft of such a paper, which I will be submitting through Mrs Chalker to Mr Maude. Mrs Chalker has asked to see it by close of play tomorrow, 20 December, so I should be grateful for comments by 3 pm on 20 December.
3. I have said nothing about any possible action within the Community on EC aid, as this aspect has not so far been part of the discussion. Mr Sands Smith may wish however to comment on possibilities in that quarter if we move to a somewhat warmer relationship.
