1. The costing is based on the assumption that all the remaining
screened out boat people about 37,000 will be returned in three
years, ie roughly 12,000 per year. This must be a tentative figure
at this stage.
2. The assistance to be spread evenly over the lifetime of the programme for returning the boat people.
3. The costs are very difficult to qualify at this stage.
Experience on the ground of the work involved will be necessary
before accurate estimates can be prepared.
