ANNEX A

1. The Hong Kong Government have asked us to pay the costs (up to

£5.6 million) of improvements to emergency accommodation because it

has proved necessary:

(i) to erect much more substantial perimeter fences around the

camps to prevent the inmates from escaping.

(ii) to build the camp at High Island on a more permanent basis than

originally envisaged because of the continued high level of

arrivals.

(iii) to ensure that the camps can withstand severe weather

conditions eg by building raised concrete bases for the tents

at Sek Kong.

(iv) to use ferries for a longer period than was originally

anticipated, thus raising the hire costs; and

(v)

to build a reception centre at Tai A Chau in order to provide 1200 additional places for new arrivals (a doubling of existing

reception centre capacity).

2. The total required for completion of these various projects is

based on the following estimate:
