spent on the repatriation of non-volunteers: the amount

required in the current financial year will depend on our

success in establishing a substantial programme.

4. The outstanding funding questions arising from

decisions taken by OD(K) on 4 October are as follows:

(a) Emergency Accommodation

The Hong Kong Government need to make improvements to

the emergency accommodation under construction, so as to

ensure that it is secure and able to withstand severe

weather conditions. Given the strength of feeling in

Hong Kong about this issue and the deep sense of

bitterness and frustration on the part of the local

population, the Hong Kong Government are unable to

secure authority for any of the expenditure from the

Legislative Council. Their only recourse is to seek

assistance from us.

The Hong Kong Government have

estimate that £5.6 million will be required from us in

the current financial year. A detailed breakdown of

expenditure is set out at Annex A.

(b) Long term Accommodation

The Hong Kong Government have asked us to make a 50%

contribution to the funding of a camp on Tai a Chau (a

remote island in Hong Kong waters). This will be needed

to provide accommodation for further influx of Vietnamese
