8. The costs of any programme of non voluntary returns would
be similar to those involved in the voluntary repatriation scheme
operated by the UNHCR. The costs of that scheme are estimated at
approximately US$1,000 per person. The funds would be used for the travel costs, clothing, essential equipment and a small amount of pocket money given direct to the individuals concerned. We expect
that the Hong Kong Government would be willing to contribute 50% of
the costs of the scheme and that HMG's contribution would thus be of
the order of US$500 per person.
It is impossible to forecast at this stage how many persons might be repatriated under such a scheme during the current

The funds requested would allow for the
repatriation of some 4,000 people.
