FINANCIAL ARRANGEMENTS

The PUS is accountable to Parliament for all moneys which lie on the Diplomatic Wing votes, including the £1.3m included in the Winter Supplementary Estimate in respect of repatriation of Vietnamese Boat People.

2. The line of management for these funds will be from you through Mr McLaren and Mr Gilmore to the PUS. You will have a functional relationship with me as Principal Finance Officer and with Finance Department, whom you should consult as necessary; they will inform you of the normal FCO spending and financial control procedures, which apply.

3. So long as payments to Vietnam are made through banks.

If in on a fixed basis, the arrangements should be simple. future payments to Vietnam take a different form, it may be necessary to consider levels of delegated authority and to take proper legal and other advice, for example on securing value for money.
