credible monitoring. Our objective should be to persuade the UNHCR to undertake this, or failing that to secure the cooperation of leading Non Governmental

Organisations, such as Oxfam or Save the Children. The

organisations concerned would in any case be involved in administering the financial assistance programmes at (d) above. It is difficult at this stage to estimate with

any accuracy what sums might be required. Depending on the pace at which non voluntary repatriation gets underway, I estimate that up to £250,000 might be needed

in the current financial year, with increased expenditure

in subsequent years.

I need to ensure that there is provision for expenditure in the current financial year in the areas indicated above and to secure your agreement in principle

to the expenditure in subsequent years which I have described. I have identified an additional requirement in the current financial year of £10.85 million, which

can be largely offset by savings of £9 million elsewhere

in

sting programme. I should therefore be grat for your agreement to a claim against the

1989/90 Reserve of up to £1.85m to be borne on the Diplomatic Wing Vote. The sums involved this year are

summarised in Annex C. I should also be grateful for

your agreement in principle for a claim on the 1990/91 Reserve of approximately £14m; provision for later years

can be discussed in the context of next year's Public
