The outstanding funding questions arising from decisions taken by OD (K) on 4 October are as follows:

(a) Emergency Accommodation

5. The Hong Kong Government need to make improvements to the emergency accommodation under construction, so as to

ensure that it is secure and able to withstand severe

weather conditions. Given the strength of feeling in

Hong Kong about this issue and the deep sense of bitterness and frustration on the part of the local population, the Hong Kong Government are unable to secure

authority for any of the expenditure from the Legislative Council. Their only recourse is to seek help from us.

The Hong Kong Government have estimated that £5.6 million will be required from us in this financial year. A detailed breakdown of expenditure is set out at Annex A.

(b) Long term Accommodation

he Hong Kong Government have asked us to make a 50% ribution to the funding of a camp on Tai a Chau (a remote island in Hong Kong waters). This will be needed

to provide accommodation for further influx of Vietnamese

boat people in spring and summer 1990 (an influx which is almost certainly inevitable, whether or not we succeed in establishing the principle of mandatory repatriation, because the deterent effect will take a while to

establish itself). Such a camp would also allow other

camps in much needed development areas in Hong Kong to be

/shut
