Thank you for your letter of 11 August which has just been brought to my attention on return to the office after a holiday absence.
Although

I do apologise for the delay in settling your account in full. it is of little consolation to you I hasten to add that, although it was my unit which placed the orders with you, we were acting on behalf of the Hong Kong Government and the Diplomatic Wing of the Foreign and Commonwealth Office (FCO). The latter are responsible for payment of the outstanding amount due to you and your letter was immediately passed to them for attention.

The FCO are fully conscious of their obligations and have been active in attempting to minimise the time required to set up accounting procedures for brand new services (as in this case). I am advised that this has now been achieved and that payment should be with you very shortly.

Again I apologise and sincerely trust that this incident does not damage the excellent relationship and understanding which the Disaster Unit has enjoyed with your company.
