1. I attach a first draft of a letter from the Secretary of State

to the Chief Secretary to the Treasury seeking additional funds for dealing with the Vietnamese boat people problem in Hong Kong.

We aim to have a clean draft ready for Ministerial consideration in good time next week and I should be grateful for an early

response.
