Following our meeting yesterday, I have revised the draft letter

to the Chief Secretary and attach a further draft for comments.

I have not changed paragraphs 8 and 9, pending receipt of

revised paragraphs from the ODA. Following discussions with Finance

Department, I have gone firmer on the £13m for Tai a Chau and now

have all the details from Hong Kong- and urgent decisions are

required.

parties as soon as possible.
