Mr Crabbie (copy attached for those who have not seen it) I would like to invite you to attend, or to be represented at, a meeting tomorrow 25 October at 11 am in Room E 901 at Eland House.

2. The purpose of this meeting is

(a) to consider how the £5m proposed in Mr Stone's (HKD) draft minute (copied herewith to those who have not seen it) for the Secretary of State to the Chief Secretary as assistance to the Vietnamese Government to ensure the success of the agreement on non-voluntary repatriation would be deployed;

(b) to consider, in the light of that, the issue of Vote responsibility, on which recommendations will need to be put to Mr Lankester and Mrs Chalker if ODA is to take responsibility for all

or part of it;

(c) to consider any consequential implications for the draft to the Chief Secretary.
