1. I was most grateful for your prompt agreement to a

claim on the Reserve of up to £ 4.25 million to pay for

emergency accommodation for Vietnamese boat people

arriving in Hong Kong. £ 4 million of this sum

providing accommodation for 7,000 people in a converted

barracks; the remaining £ 250,000 was for the provision

of tents.

12. Our plans for providing this accommodation were put

together in a hurry to allow the Governor to announce

HMG's help immediately after his meeting with the

Prime Minister on 8 June. (A minor complication is

that the Press Notice issued by No. 10 mistakenly

changed the figure to £ 4.5 million; I propose to find

the difference of £ 0.25 million from my existing

provision). The Hong Kong Government have told us that

the barracks are now not available for conversion.
