1.
As promised I attach a draft submission and a draft minute for the Secretary of State to send to the Chief Secretary about the change of plans for providing emergency accommodation for Vietnamese Boat People.
2. The submission needs to go from your Department because on purely financial grounds we cannot fault Treasury officials' refusal to our spending more than £ 2.75 million in total. You may well need to strengthen the political aspects of my drafts.
I should be grateful if you would clear the final drafts with me by telephone.
