1. I was grateful for your agreement, confirmed in your

letter of 6 June, to a discretionary claim on the Reserve

of up to £4.25 million to pay for emergency accommodation

for Vietnamese boat people arriving in Hong Kong. £4

million of this sum was for providing accommodation in a

converted barracks at Lei Yue Mun; the remaining £0.25

million was for the provision of tents.

2. Since then, the situation in Hong Kong has

deteriorated still further. Arrivals have continued at

the rate of about 1,000 per week. For example 361

arrived on 17 July There are now over 50,000 boat

people in Hong Kong. As I saw for myself earlier this

month, the accommodation situation is critical. Emotions

in the territory, aggravated by events in China, are

running very high. Much of this feeling is directed

against Britain. The Prime Minister has just for example

received four large sacks full of letters from local
