1. Thank you for your minute of 16 May, enclosing a draft of a letter for the Secretary of State to send to the Chief Secretary.

I attach a substantially revised and expanded draft, on which I would be grateful for your comments. You will in particular wish to look at the penultimate paragraph, which I hope will take care of your concerns. Provided you are content, I will as you suggest submit to the Secretary of State with a side copy to Mr Patten (Lord Glenarthur is now abroad).
3. I would very much like to submit to Ministers on 18 May at latest, and would be grateful for your comments by telephone as soon as possible.
