VIETNAMESE BOAT PEOPLE : RESOURCE IMPLICATIONS
1.
Ministers have agreed that the Secretary of State should write
to the Chief Secretary to warn him that the Vietnamese boat people crisis in Hong Kong may make it necessary for him to ask for
additional funds from the Reserve.
I submit a self-explanatory draft, which has been cleared with the ODA and Mr Crabbie (RMD).

Needless to say, the resource managers of both the ODA and the
Diplomatic Wing would be very reluctant to have to take on new
expenditure of the kind described in the draft, but recognise that
there may be no alternative.
