VIETNAMESE BOAT PEOPLE

1 As agreed at this morning's meeting, I submit a draft. telegram of instructions setting in hand action for the next involuntary repatriations. These will need supplementing by lobbying instructions to prepare the ground for SC3 when we know the outcome of David Gillmore's talks in Washington. UKMIS Geneva have today sent us recommendations for lobbying the in-coming High Commissioner for Refugees,

Mr Stoltenberg, which should reach us tomorrow.

I also attach the following:

the record of the talks with the Vietnamese in London in October 1988. FCO telno 2669 contains the agreed press statement, the key sentence of which reads "The two sides accepted the need for comprehensive arrangements for Vietnamese boat people arriving in Hong Kong after 15 June 1989 who do not qualify for resettlement in other countries";

b) the Memorandum of Understanding between HMG and the Vietnamese Government of 8 February 1989 on voluntary returns which was the result the London talks;
