and screening of asylum seekers by the Chinese: they would repatriate those screened out, while those screened in would be

moved to Hong Kong to await resettlement. In the present climate the prospects for securing Chinese co-operation must be slim, but it might be worth testing Chinese reactions by making a general and low key approach on these lines in Hong Kong.

We should also consider doing more through the media, in particular the BBC World Service and Voice of America, both of which command large audiences in Vietnam. This is already part of the CPA. SEAD are pursuing contacts with the BBC to ensure that their reporting is balanced and accurate as regards

Government policy.
