Thank you for your letter of 25 October to my predecessor about Vietnamese boat people in Hong Kong
Your idea of sending a small non Government mission to Vietnam
to monitor conditions there is an excellent one. I should very
much like to pursue it, and to take up the offer of your services.
May I suggest that you have a word with Francis Maude in the first
instance? He can fill you in on the present position and discuss in more detail how you might best help.
