VIETNAMESE BOAT PEOPLE IN HONG KONG: MONITORING BY MEMBERS OF

PARLIAMENT

1. Ministers have agreed that the idea of a visit by senior MPs to

Vietnam to monitor the conditions of boat people returned under the

involuntary programme should be pursued. I understand that this is

being considered in the Private Office.

2. In the meantime, I submit a draft reply from the Secretary of

State to Mr Raison, who has offered his services if such a visit so

materialises. In view of the sensitivities, the draft does not go into any detail. This would best be explained orally, perhaps by

Mr Maude.
