VIETNAMESE BOAT PEOPLE

1.

At this morning's meeting of Ministers and officials, there was, as you will recall, a brief discussion of the problem of Vietnamese Boat People. I note from Mr Wall's summary record that you and I are charged with keeping the Parliamentary and press handling plan up to date.

Since the meeting, I have seen your minute of 20 November to PS/Mr Maude which sets out admigrably the task ahead. imagine that this will have to be supplemented by a "Dear Colleague" letter, which I understand Mr Lidington has in hand. I have, however, not seen Mr Maude's reaction to your minute. Has he now agreed with your recommended course of action?

As a matter of practice, it seems to me to make sense to leave you in overall charge of this tricky exercise in collaboration with Mr Muir and Mr Colvin. Please let me know, however, if there are any other aspects of this PR exercise on- which we can be of help on my side of the house.
