(a)

Chief Whip to be told 24 hours in advance.

Briefing note to backbenchers.

Early day motion (already tabled).

An article to appear under Sir Peter Blaker's name in the Times.

'Dear Colleague' letter to be ready for distribution.

(b) Media

How to consolidate our case with The Times, Telegraph, Financial Times, Daily Mail, Daily Express and Sun (without raising alarm

bells).

Action After Repatriation

(a) Presumably the Foreign Secretary should make a statement in

Parliament. This will not be possible till approximately 1600 on the day of repatriation. The news will almost certainly have broken

in Hong Kong some 16 hours previously:

Secretary of State ready to go to the House to give a statement

if news breaks in the evening

Secretary of State, Mr Maude, Mr Waldegrave should be prepared to

appear at short notice on BBC2 'World Tonight' and possibly

10 O'Clock TV and Radio News.

News Department to have briefing material prepared to cope with

enquiries in the evening.
