the Tactical Response Squad of the CSD will however be
deployed on a standby basis to deal with any disturbance.
They will be authorised to use the minimum necessary
force to ensure the success of the operation.
A.
Monitoring of the returnees will be carried out
initially by our Embassy in Hanoi. Timothy Raison has
kindly agreed to go to Vietnam with a group of senior MPS
from both sides of the House to see that all is well. We
envisage that such a visit might take place two or three
weeks after the operation. In the meantime we shall
continue our efforts to persuade the UNHCR or the
voluntary agencies to undertake monitoring. We hope that
the UNHCR may adopt a more helpful attitude after the new
High Commissioner takes up his post on 15 January.

We must expect a very strong reaction to the
repatriation, both in the media and in Parliament.
We
are continuing our efforts to ensure that the key people
in the media understand all the background. We have also
been working intensively to rally support in the House.
As soon as news of the operation breaks, we shall want to
come out of our corner robustly, with a clear
justification for our action. I propose to make a
statement to the House later in the day. At the
international level our Posts will be ready to explain
and defend our action. We shall aim to stimulate
supportive comments from countries such as Australia and
the Aseans. We plan to inform the Americans of our
intentions a few hours in advance of the operation.
