At a meeting on 28 November the Secretary of State asked for a draft minute which he could send to the Prime Minister, outlining our plans for the first repatriation operation and proposals for deterrence in the longer term. He subsequently spoke to the Prime A Minister about the operation (Mr Powell's letter of 30 November).
