We shall need to inform Hong Kong and Hanoi of Ministers' decision about the timing of the first non voluntary repatriation

operation.

2. I submit a draft telegram for this purpose. It draws on

Mr Powell's letter of 1 November. The telegram might issue, amended

as appropriate, after Mr Maude has considered the matter further

after the meeting he proposes to hold on 3 November.
