This course certainly would lay us open to criticism. But anything

we do (or even don't do) is going to be criticized by some. I fear that

doing less than this lays us open to criticism from all sides. We would

be hung for repatriating no more than a lamb, while still being left

with 40,000 sheep on the books. At least if we did what I suggest here,

we would get the credit for decisive action which had at least a good

chance of solving the problem.
