5. Mr Stone said that an RAF VC10 would cost £340,000, Dragonair HK$300,000, and a Cathay Tristar HK$500,000. It was agreed that we should negotiate with Cathay.

MONITORING

6. Mr Maude asked for a note on monitoring arrangements. Mr Colvin referred to the need to approach the UN Secretary General over UNHCR involvement. But whatever the outcome, it was unlikely that UNHCR monitoring would be in place for the return of the first group. Mr McLaren suggested a further approach to the NGOs. Mr Colvin suggested the Secretary of State raise the subject with Frank Judd. at their forthcoming meeting on Cambodia. We also needed to know the outcome of Vieira de Mello's meeting with Alf Dubs. The BRC was known to favour UNHCR involvement.

7. It was agreed that the draft instructions to HMA Hanoi to sign the agreed minute should be submitted to the Secretary of State under a covering minute explaining the background to the

recommendations.
