Repatriation
The Secretary of State has seen Mr Gillmore's minute of 3 August (not to all) covering a copy of the submission which is currently with Mr Maude and which will go on to the Secretary of State after Mr Maude's meeting with the Governor of Hong Kong today.
The Secretary of State found the briefing pack most helpful (and would be grateful to have it back with the top copy of the submission for the sake of the annotations he has already made).
The Secretary of State was struck by paragraph 14 of the UN Comprehensive Plan of Action which reads:
it
"If, after the passage of reasonable time, becomes clear that voluntary repatriation is not making sufficient progress towards the desired objective, alternatives ... would be examined".
The Secretary of State wonders if this is not precisely the position now reached? He asks whether we should
not reconvene the conference, given the lack of volunteers. Finally on this point in paragraph 14 of the Comprehensive Plan of Action, he asks whether we have drawn this provision to the attention of the United States?
The Secretary of State also found Paris telno 1029 interesting. He would like to know when we expect to hear from UNHCR in response to paragraph 3(iii).
The Secretary of State also wonders when we expect to hear the result of Mr Zoellick's follow-up with Mr Eagleburger and Mr Selin (paragraph 6). [I imagine this may emerge from Mr Gillmore's forthcoming trip to Washington.]
