I agree that we should aim in the first instance to get full time independent monitoring based in Vietnam. But I believe

that an acceptable fallback would be an arrangement whereby the responsibility for monitoring was shared between the Embassy and independent monitors who could carry out their role by making a series of ad hoc visits to Vietnam, possibly under the auspices of the Embassy. That sort of non-institutionalised involvement might

prove to be more acceptable to the NGOs, or even to the UNHCR.

(d) With the right sort of presentation, I believe that such a solution could be saleable to domestic and international opinion. It would also be a more economical option: as Mr Haswell's paper brings out, the resource implications of a Vietnam based monitoring operation are not inconsiderable.
