Problem
We need to inform the Hong Kong Government of the Secretary
of State's decision to delay non-voluntary repatriation from Hong
Kong.

The Secretary of State has decided that:
on the Vietnamese boat people in Hong Kong, we need to plan a
strategy with certain journalists to highlight conditions in the
camps in Hong Kong and the conditions which the boat people pose for
