(b) Immediate individual assistance in the following forms:
In addition to some assistance items received in countires of first asylum prior to departure, each returning family is provided with a food allowance for a maximum period of one year.
Each family also receives domestic utensils and agricultural or other tools, depending on their place of reintegration. Supplementary assistance is tailored to the needs of individual returnees and includes allowances to repair houses, as well as specific assistance to particularly needy persons or those not returning to their places of origin.

UNHCR is also studying the possibility of providing reintegration assistance through the implementation of projects aimed at socio-economic reinsertion of individual returnees in Vietnamese society. Such reintegration projects would address the needs of individuals upon assessment of their occupational and socio-economic background, as well as their place of
reintegration. The creation of productive employment opportunities, both urban and rural, through provision of incentives, including financial input into exisiting agricultural and fishing communities/cooperatives in areas of return, will be explored. To facilitate the economic reintegration of the unskilled, notably the youth, on-the-job training and apprenticeships would be promoted through financial inputs by UNHCR into appropriate sectors.
Role of Intergovernmental and Non-Governmental Organizations
23. In the implementation of repatriation and reintegration measures, the countries of origin and UNHCR will obviously require the co-operation of intergovernmental and non-governmental organizations. In this context, preliminary discussions are taking place between the Intergovernmental Committee for Migration (ICM) and UNHCR on possible co-operation in the economic reintegration of returnees through small projects based on the experience gained by ICM in other parts of the world. The Government of Viet Nam has welcomed this suggestion and will study sympathetically concrete proposals along these lines. The assistance of other qualified agencies in this field could also be sought in due course.

As regards non-governmental organizations, their role will continue to be essential in both countries of first asylum and countries of origin. Extensive contacts have been made in recent weeks with NGOs that have a particular interest in South-East Asian refugee affairs and this intensified dialogue has revealed increased interest on their part to co-operate with UNHCR in the promotion of repatriation to Viet Nam in various ways. also indicated their wish to establish a presence in the country of origin and implement independent programmes.
