REPATRIATION AND UNHCR

I enclose a copy of the record of the meeting on 6 July between the Secretary-General, the High Commissioner for Refugees, Ahmed and others on possible arrangements, under UNHCR's lead, for repatriation to Cambodia. The record was given to me by Sergio Vieira de Mello. I should be grateful if you could protect the source.

2. The note is self-explanatory. It emphasises UNHCR's role and the gradual phasing out of UNBRO. It also provides some interesting comment on divergences in Thai thinking.
