1. You kindly copied to me your minute of 20 July about the proposed strengthening of our Embassy at Hanoi. This is the first I have heard of the proposed reallocation of resources. (I assume, since this has not been discussed with us previously, that it is not a proposal for a net increase in resources for Mr McLaren's region.)
2. Perhaps we could have a word on your return about this proposal since any adjustment in staffing of posts has of course to be considered in the context of our overall
resources.
