humanely before and after their return to Vietnam.

The British side will recommend that the UK and the Hong

Kong Governments should be responsible for arranging the

financing of repatriation and re-integration.

ask the UNHCR to participate in this process.

The Vietnamese side reiterated the need for development aid

to the areas in Vietnam where many clandestine departures take

place. The British side took note of this point and will

report back to the British Government for consideration.
