VIETNAMESE BOAT PEOPLE: DRAFT OD(K) PAPER
1. I submit a first draft. It needs further work and refinement.
But you and Mr Maude may wish to discuss it during your forthcoming visit to Hong Kong so I am circulating it in its present raw state.
2.
The meeting of OD(K) to discuss the paper is on 4 October. The paper should be circulated at least one week in advance (ie by 27
September). It ought, therefore, to reach the Secretary of State
by, say, the weekend of 23/24 September.
