Sino-British Joint Liaison Group held first plenary meeting yesterday since events of early June. Marks formal resumption of normal business after four months' suspension. Meeting continues

today and tomorrow.

This week's meeting inevitably of exceptional character: no real substance will be discussed but we will try to lay basis for return to productive dialogue. Indications are that Hong Kong people feel

time is right for this.
