FOLLOW-UP TO OD MEETING ON 8 JUNE 1989
Further to my letter of 17 November, I am sorry to say that it is no longer possible to accommodate a paper on this subject on the agenda for the OD (K) meeting on 7 December. This will be a busy morning for the Prime Minister, with another Cabinet Committee meeting followed by Cabinet itself, in turn followed by OD(K), whose starting time has had to be postponed until 12 noon; and, given that the first item planned for the agenda of OD(K) is likely to require lengthy discussion, the prospects for reasonable discussion of your paper are not bright. The conclusion here is that it is best to take it off the agenda and either look for another meeting or as Richard Fries suggested the other day consider whether the problem can be put to bed in another way. will be in touch with you about this.
