return of such persons". The ICIR itself specifically tasked the
Steering Committee:
"a) as its top priority, to establish a firm timetable for the balanced implementation of each component ie. departure, reception
and status determination, repatriation and resettlement of the
CPA

b) to conduct its first assessment of progress achieved by October
1989;
c) to recommend, by that date, the early examination and adoption (sic) of such additional measures as may be called for, bearing in
mind paragraph 12 of the CPA."

Although the Americans vehemently disagree, (c) clearly implies an early move to "additional measures", the defining of which began at SC2 in July in Bangkok when the following formula
was agreed:
"The Steering Committee agreed that measures should be urgently
implemented to promote on an accelerated basis the voluntary
repatriation, under the CPA, of those persons determined not to be
refugees and to facilitate the voluntary repatriation of those asylum-seekers who wish to return to their country of origin, in order that progress achieved can be reviewed at the October meeting. Furthermore, the Steering Committee recommended that work
be undertaken by interested governments and organizations before the
October meeting in order to recommend by that date the early examination and adoption of such additional measures as may be called for, bearing in mind paragraphs 12 and 14 of the CPA. measures should give priority to practical solutions for those persons determined not to be refugees under the status determination process, as provided for in the CPA, e.g. (a) the phased, orderly and monitored return and reintegration in safety and dignity of all those determined not to be refugees, under the
"good offices" of UNHCR; (b) a regional holding centre of the
kind envisaged in paragraph 14 of the CPA.
