1. Mr Maude has asked that, whilst he is on leave:

a) the Hong Kong strategy paper be revised in the light of the Secretary of State's meeting with Qian Qichen and JLG XIII, and shown to the Governor;

b) following the trawl of posts, advice be submitted on how best to maximise international support on the nationality issue;

c) advice be submitted on press handling before, during and after the first mandatory repatriation of VBP;

d) a steering brief be prepared for the 3rd Steering Committee on 16/17 October.
