STRENGTHENING ANGLO HONG KONG LINKS

When I had lunch today with John Yaxley, the Hong Kong Commissioner, we discussed the need to maintain as many positive links as possible between Hong Kong and Britain at this rather difficult time. He suggested that, compared with the Americans, we were neglecting the young Chinese high-flyers in Hong Kong. The US Consulate General was making an effort to cultivate those who would increasingly be of influence in Hong Kong in the run-up to 1997 and beyond. They were for example paying for them to visit the United States to meet a range of contacts.
2. We agreed that there appeared to be two things that Britain could do more effectively:
(a)
visiting British politicians and Ministers, particularly Mr Major and Mr Maude, should ask to see young Hong Kong talent. Mr Yaxley suggested
that Mr David Ford would be particularly keen to bring together a group on these lines;

HMG should do more to finance visits by the younger Secretaries in the administration and others of influence in business, academic, legal etc circles.
3.
John Yaxley said that he would have a word with the Governor on these lines as he passed through London next week. I said that I would make enquiries on my side. I am sure that a certain amount has been done already and is probably not sufficiently recognised. The long term
